The Otay Foothills are the pathway to Otay Mountain, the summit of the San Ysidro Mountain range, and home to many unique and vulnerable species of animal and plant life in San Diego County.

Protect Otay Foothills is a growing coalition of residents and organizations concerned about the ecological, environmental and public health impacts of the proposed East Otay Mesa Landfill project.

What is the proposed project?

The East Otay Mesa Recycling Collection Center and Landfill would be sited in the unincorporated area of southeast San Diego County. Located 1/4 mile north of the Mexican border, the project would span 340 acres at the base of the San Ysidro Mountains and immediately west of the Otay Mountain Wilderness. The landfill was approved by voters in June 2010 through a ballot initiative that claimed the county was going to run out of landfill space. The barely-scrutinized measure quietly managed to get passed.

The authorizing measure contained approvals and provisions that make it challenging to outright stop the project, but there are important steps that we can take while the permit application is being processed.
